This is a rack mounted relay interface used for transmitters requiring a continuous contact closure to keep filaments on and high voltage on.  Typically, it interfaces a dial-up remote control system with a CCA Transmitter.  The relays on this panel are magnetically latching.  They will remember the last command even when power fails.  The advantage is that if the power goes out while the transmitter is on the air, the transmitter will restart and go back on the air as soon as power is restored.
